We seek qualified candidates for the position of Technical Advisor, Social and Behavior Change Communication, FANTA III Project in Washington, D.C. Project Description: The Food and Nutrition Technical Assistance III Project (FANTA) works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by the United States Agency for International Development (USAID) and managed by USAID/Global Health (GH), is a five-year cooperative agreement. Position Description: The Technical Advisor, Social and Behavior Change Communication (TA-SBCC) provides programmatic and technical support for integrating nutrition with infectious disease (HIV, TB etc.) programs and approaches at Global and Country level. This position focuses on communication planning, and social and behavior change strategies to improve nutrition and infectious disease programming and outcomes, particularly in supporting the Nutrition Assessment, Counseling and Support (NACS) approach. The TA-SBCC provides technical and programmatic guidance on state-of-the-art knowledge in SBCC, nutrition, and infectious diseases (NID), and assists in the development and review of strategies, policies, and programming tools and approaches, along with position papers, program documentation, and related proposals, supporting technical assistance activities in FANTA target countries. Job Responsibilities: TECHNICAL: Provide SBCC and NID technical support to headquarter and country-based staff; and develop technical guidance and tools to strengthen SBCC activities. Provide technical input, analysis and information on NACS related issues to Office of HIV/AIDS (OHA) and country missions, and implementing partners on NID topics such as specific technical information, programming experience, and the evidence base for areas such as SBCC and communication strategies as related to NID. For example: Support OHA and USAID missions in strengthening the quality of nutrition education and counseling activities in the context of NACS and strengthen the integration of nutrition interventions with health, food security and agriculture initiatives and activities Develop or review technical resource materials (e.g., training materials, SBCC plans, strategy documents, nutrition education and counseling job aids) and programming tools to support NID programming. Lead, manage and coordinate the implementation of SBCC activities in FANTA target countries that implement NACS or NID related activities, provide technical assistance to Ministries of Health and USAID supported implementing partners, and support documentation of such activities. Provide technical assistance to in-country FANTA Project Managers on specific NACS related activities. Activities may include: Supporting the development of an SBCC strategy Conducting formative research for messages and materials development for NACS services providers Strengthening capacities of government and USAID partners in developing and managing NACS implementation competencies especially in the area of nutrition counseling Specific NACS related tasks may include: Writing or reviewing SBCC plans or strategy documents Facilitating technical or training workshops on message and materials development, and counseling Writing or reviewing relevant aspects of training materials related to NACS Conducting assessments or program reviews and writing reports related to NACS activities Working with partners to design nutrition counseling content Preparing nutrition counseling tools such as job aids and educational materials INITIATIVES: Collaborate with other FANTA technical clusters: Maternal and Child Health and Nutrition (MCHN), Emergency Nutrition, and Global Leadership, on activities of joint relevance, for example: support a harmonized approach based on best practices in the area of SBCC and nutrition counseling. Lead or support specific initiatives for NID cluster or FANTA overall. WORK PLANNING & REPORTING: Contribute to FANTA work planning, budgeting and progress reporting for NID activities, especially as relates to SBCC, including work plan and reporting inputs and review, at headquarters and country level. COUNTRY PROGRAM BACKSTOPPING: Work in close collaboration with other NID technical advisors and officers to manage and coordinate execution of SBCC tasks in countries where the NID cluster provides technical assistance. For example: Manage FANTA consultants for SBCC, and participate in the recruitment of new FANTA staff. If country backstopping is assigned, coordinate with operations/finance staff and Country Managers to ensure appropriate financial, procurement, planning and reporting tasks are carried out in a timely manner. OTHER: Perform other job-related activities as assigned, including technical backstopping for a country program, as required. Minimum Requirements: Master’s degree in nutrition, public health, or related discipline required At least 8 years work experience in SBCC in the area of public health and nutrition, with a minimum of 5 years specifically in international nutrition, preferably including with infectious diseases such as nutrition and HIV or TB. Experience with nutrition and food security/agriculture linkages, micronutrients, and monitoring and evaluation is desirable. Experience with USAID-funded activities is preferred, especially nutrition and infectious diseases, and SBCC programming Recent program experience preferred, especially with SBCC strategies, nutrition education and counseling or NID programming Working Conditions including travel: Must be able to travel internationally up to 30 % of the time Technical expertise in nutrition and communication is required Strong analytical skills Excellent oral and written communication skills Superior presentation skills, both written and oral Demonstrated interpersonal skills and cultural sensitivity Ability to work effectively with colleagues and counterparts with a range of technical backgrounds and work styles Demonstrated ability to initiate and manage significant technical activities, including designing activities, identifying and managing partners, and reporting.
