We seek qualified candidates for the position of Technical Officer III, Orphan and Vulnerable Children Nutrition with the FANTA III Project in Abidjan, Cote d’Ivoire. Project Description: FANTA works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious and non-communicable diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement. Position Description: The Technical Officer, OVC Nutrition will work under the supervision of the Project Manager, Nutrition and HIV Specialist. He/she will provide technical support to the National Program for OVC (PNOEV), the National Nutrition Program (PNN), the National Program for the Care of People Living with HIV (PNPEC), and implementing partners, in the area of infant and young child feeding (IYCF) in the context of HIV. Technical support will include the development of guidance materials, training manuals and job aids, conducting trainings/coaching and monitoring IYCF activities in PMTCT sites, pediatric HIV care sites (PC) and social centers. This support will emphasize the integration of social and behavior change communication (SBCC) into nutrition services. The position is for one year and renewable upon availability of funding. Major Responsibilities: Assist the Project Manager, Nutrition and HIV Specialist to provide technical assistance and support to the National Nutrition Program to integrate nutrition care and support into comprehensive OVC care and integrate social and behavior change approaches into nutrition and OVC services while: Strengthening interventions that improve IYCF in the context of HIVStrengthening the capacity of Social Centers to provide nutrition care to OVCs Developing strategies to strengthen the links between community-based nutrition services and facility-based services to ensure a continuum of care Lead the implementation of activities such as: Designing and overseeing development of IYCF and OVC nutrition care and support documents, such as guidelines, protocols, and job aids/tools. including adapting and finalizing tools for printing Providing initial and refresher training as well as coaching on nutrition and HIV to providers at PMTCT and PC sites and social centers Carry out other activities relevant to the program as required. Minimum Requirements: Master’s degree in Public Health, Nutrition, Social Science or an equivalent degree. At least 8 years of experience in public health interventions, community nutrition, and / or care and support for OVC or PLHIV Experience in training or facilitation of workshops and meetings Experience and expertise in applying social and behavior change approaches with an emphasis on behavior change communication Experience in the development of nutrition guidelines, protocols and job aids Experience in report writing and technical writing Fluency in French and ability to write in French Working knowledge of English Strong organizational skills Ability to prioritize, meet deadlines and manage multiple tasks efficiently Ability to take initiative to implement activities with minimal supervision.
