We seek qualified candidates for the position of Technical Officer III, Nutrition and Infectious Diseases with the FANTA III Project in Washington, D.C. Project Description: FANTA works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious and non-communicable diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement. Position Description: The Technical Officer, Nutrition and Infectious Diseases (NID) will work closely with members of FANTA’s NID cluster, as well as country-based staff, to provide programmatic and technical support for USAID-supported activities, especially those related to the President’s Emergency Plan for AIDS Relief (PEPFAR). He/She will be responsible for providing technical assistance to USAID, PVOs, host governments, and other Cooperating Agencies on nutrition and ID policies, programming, and strategies. The Technical Officer, NID will provide management backstopping and technical assistance in NID to multiple countries in sub-Saharan Africa. He/she will collaborate with other FANTA staff on NID and related issues and assist with the coordination of FANTA’s activities in these areas. Job Responsibilities: Backstop FANTA staff in up to three sub-Saharan countries to strengthen the integration of nutrition into HIV and other ID services. This includes providing supervision for country project managers, acting as the liaison with FANTA/Washington, overseeing the timely and accurate completion of activities in the country work plan, preparing updates, as needed, for USAID/Washington, managing budgets and pipelines and other duties related to efficient implementation of FANTA activities. Provide technical guidance on activities implemented at the country level that may include supporting the development of strategies on nutrition and HIV/TB; preparing guidance for nutrition care in HIV/TB and other clinical settings; organizing training of trainers on nutrition counseling; and developing nutrition and food security assessment tools for the HIV and ID context. The may be required to manage these activities at all levels, including design and planning, liaising with USAID, contracting consultants and partner organizations, implementing activities, preparing written products, and reporting results. Provide assistance to USAID, PVOs, host governments, and other cooperating agencies and donors to improve their food, health, and nutrition policies and strategies. Participate in the review of USAID policy and strategy documents to ensure effective integration of nutrition and ID activities into Agency and Mission strategic plans and results frameworks across different programs. . Coordinate efforts to develop, revise, and support national strategies and tools for the quality improvement (QI) of nutrition assessment, counseling, and support (NACS) for PLHIV. Such efforts may include: reviewing approaches for QI of NACS by PEPFAR implementing partners; identifying promising practices for NACS of PLHIV; and developing an evidence-based model for the counseling component of NACS guided by theories of social and behavior change communication. Work with FANTA project management and communications staff to provide input to work plans, budgets, and quarterly and annual reporting. Global Activities: Work with the FANTA NID Advisors and Technical Officers as needed to respond to requests from USAID Missions and the USAID Bureau for Global Health and Office of HIV/AIDS for information and reporting related to NID. This may include preparing reports and other documents related to project progress and impact as required by USAID. Upon request, serve as point person on NID sub-sectors, as well as global level FANTA priorities and initiatives. Act as a technical resource to USAID and respond to requests for technical information and assistance on nutrition and/or other infectious diseases. Coordinate with FANTA partners (e.g., universities, research institutions, and regional organizations) to track progress, review results, and address challenges for joint activities related to NID. Review, revise, and adapt technical guides, reports, and responses to requests for information from USAID prepared by FANTA field staff, consultants, and partners. Represent FANTA at meetings with stakeholders related to nutrition and infectious disease, as needed. Perform other job-related activities as assigned. Minimum Requirements: Experience with USAID-funded activities, especially with PEPFAR activities, is essential. At least 7 years of experience in international nutrition and/or infectious disease is required. This can include experience in child survival, health, HIV prevention or care and support, nutrition, food security programming, or monitoring and evaluation. Field experience in developing countries (sub-Saharan Africa desirable) is essential. Previous work in partnership with ministries of health, national AIDS commissions, or other national and local organizations is essential. Experience with USAID and PVO or NGO programs is highly desirable. Experience with WHO, UNICEF, or WFP programming is desirable. High (native) level of fluency in spoken and written French is required Strong analytical skills and ability to organize diverse information in a systematic way are essential Excellent interpersonal, oral/written communication, and organizational skills Ability to work with others to translate technical materials into practical tools and approaches and to communicate these options using print, electronic, and presentation services Ability to write concisely and clearly in English and in French is essential (writing sample will be required).
