The Asia Pacific Collaborating Centre in HIV Nutrition (APCHIN) is a partnership with UN World Food Programme (WFP), Rome/Bangkok; The Albion Centre (Albion), Sydney and The Thai Red Cross AIDS Research Centre (TRCARC), Bangkok. It supports food and nutrition activities for HIV in the Asia and Pacific regions. It is hosted at TRCARC. The partnership started in 2012 with the following objectives: 1. To advocate with governments, academic institutions and civil society organisations the benefits of integrating nutrition interventions for improving the quality of life, health status and medical management of People Living with HIV/AIDS (PLHIV) and People Living with Tuberculosis (PLTB) 2. To build the capacity of healthcare and civil society organisations and workers to assess the nutrition issues of PLHIV and PLTB and provide appropriate interventions, care and support 3. To initiate and coordinate clinical and operational research that includes nutrition in PLHIV and PLTB activities and interventions to address knowledge gaps 4. To manage the collection and dissemination of current information and resources in the field of HIV/TB and nutrition 5. To plan, implement and support monitoring and evaluation activities that assist on-going performance as well as assess impact of interventions longer-term APCHIN activities for 2013 will be divided in two phases. Phase 1 stage will consist of understanding the epidemiological situation for HIV, and food and nutrition in the region. Phase 2 will be a nutritional vulnerability assessment among PLHIV in selected countries . Purpose: Under these terms of reference, the consultant will assist the WFP Regional Bureau in Bangkok to coordinate the operations of APCHIN. Specifically: 1. To drive a regional effort to collate available data in Thailand, Vietnam, Lao, Cambodia, Philippines, Myanmar, and Indonesia, and to conduct a gap analysis for HIV and Nutrition interventions in the region. Information for the following parameters will be gathered: a. Assessment of national HIV/AIDS and TB situation b. Assessment of national food and nutrition situation c. Food and nutrition (FN) related vulnerabilities and practices among PLHIV and TB clients d. Patient nutrition data collected at clinics e. FN interventions already in place f. Feasibility to conduct a rapid assessment of the nutritional status of HIV and TB patients starting treatment 2. To coordinate a nutritional vulnerability assessment among PLHIV (including orphans and vulnerable children (OVC) and children living with HIV (CLHIV)) in 3-4 selected countries. The following data will be collected for this phase of assessment : a. Anthropometric measurements for nutritional status b. Household survey for food security, and socio-economic, and demographic data c. Infant and young child feeding practices d. Patient / health records for disease progression (e.g., CD4 count, viral load, or World Health Organization (WHO) staging) and other biochemical data such as Haemoglobin. e. Adherence data, and reasons for defaulting if applicable, from medical records f. Viewpoints and experience of FN related aspects from PLHIV, including OVC and children living with HIV g. Current FN policy and programmatic responses related to HIV, and the effectiveness of these responses. 3. Assist on building FN coalition by attending on-going HIV-related for a with the following stakeholders in Asia-Pacific: a. Other United Nations (UN) agencies b. Donors c. Non-government organisations (NGOs) d. Ministries of Health e. National department of Nutrition or equivalent f. National AIDS Bureaus or equivalent g. Positive networks and other civil societies 4. Identify funding opportunities for FN in HIV 5. Support the Regional Bureau HIV Unit in Bangkok a. The RB HIV team with on-going activities as needed b. Act as technical resource person and focal point on HIV and Nutrition for WFP Regional Bureau, as requested. 6. The consultant will be employed by WFP Bangkok. He/She will spend several days a week at APCHIN in TRCARC, and work at least one day in the WFP office. 7. Undertake other duties as assigned by supervisor. Supervisor: Senior Regional Advisor for Nutrition, WFP Asia Bureau, but also report to APCHIN steering committee. Essential: • At least 8 years of international experience in international health and nutrition • Postgraduate Degree, preferably in one of the following: nutrition, medical sciences, public health, international development • Experience working in developing countries in partnership with ministries of health, national AIDS control programs, or national and local organizations • Knowledge of latest developments in area of HIV/AIDS and Nutrition. • Successful track record in advocacy, networking and inter-agency collaboration and management • Strong organizational skills, with an ability to effectively manage multiple tasks simultaneously Demonstrated ability to act in a strategic manner • Ability to work both independently and as part of a diverse team • Excellent communication skills, both written and oral, in English • Commitment to greater involvement of people living with AIDS/HIV (GIPA) principles, desirably experience in implementing GIPA principles Desirable: • Experience in clinical nutrition in the management of people with HIV/TB and ideally with preventive and community nutrition experience • Experience conducting detailed nutrition and food security assessments with national level coverage • Strong belief on the role of nutrition on human health • Ability to work autonomously and to take an idea from theory to practice • Ability to motivate others and an entrepreneurial spirit • Experience in a regional advisory role for NGO, UN, etc. • Experience in Asia; including knowledge of HIV/AIDS partners in the region • Track record in obtaining funding for policy and programme responses This position will be based in Bangkok for 6 months (extendable), with frequent travel to project sites.
