About the Agency
This is an excepted service, time-limited, term appointment for up to 5 years, with the possibility of renewals. Excepted service positions do not afford competitive status.
The Nutritionist will provide technical oversight, policy guidance and state-of-the-art technical leadership in maternal child health, nutrition and HIV food aid related issues to USAID headquarters and its Missions, host countries, and public/private counterparts. The Nutrition Advisor will work with international and regional organizations and USAID field missions, and coordinate with technical officers from the Bureau for food Security (BFS), Bureau for Global Health, Population and Nutrition (GH) and Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) to develop programs, policies and strategies to support the development and implementation of the Global Hunger and Food Security Initiative and Feed the Future, in Food for Peace countries/programs. The three key objectives of these efforts are: (1) Promote inclusive agricultural growth, (2) Reduce under nutrition; and (3) increasing the resilience of vulnerable populations; impact of Humanitarian assistance. The Nutritionist will focus on the latter two objectives as well as on the integration of the recently launched USAID Nutrition Strategy into both humanitarian and development assistance.

Following are the major, though not all inclusive, duties of this position:
Provides intellectual leadership and promotes collaborative work in nutrition issues in countries/regions where Food For Peace (FFP) maintains programs, or is considering programs, by keeping abreast of current research and data and identifying and promoting best practices that contribute significantly to nutrition and food security across various offices of USAID, including health, agriculture, economic growth, and humanitarian assistance.
Advocates, educates, and promotes the linkages between agriculture, nutrition, and health in Food for Peace programming to increase the nutritional and health impacts of agricultural interventions.
Provides technical guidance and support, both virtually and through field visits, to USAID field missions in designing, planning and implementing nutrition considerations into agriculture and food security investments.
Collaborates with implementing partners to support integrated multi-sectoral approaches to addressing nutrition issues in development programs and to improving nutritional interventions emergency programs.
Liaisons with nutrition experts in cooperating agencies, private voluntary organizations and regional organizations to ensure real-time learning and sharing of best practice.
At both a country-specific and continental level, partners with representatives of relevant food security and agricultural organizations, such as the Comprehensive Africa Agriculture Development Program’s (CAADP) representatives to better integrate nutrition considerations into comprehensive agricultural strategies and appropriate investment plans.
Promotes and supports nutrition capacity building efforts among USAID staff in Washington and the field as well as among implementing partners, including mentoring and training on field visits, the provision of regular nutrition updates, and identification of agency and external training opportunities.
Drafts Scopes of Work, reviews proposals, provides analytical input, and backstops team members on Initiative activities as required.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
FOR THE GS-14 LEVEL: In order to qualify for this position applicants must possess one year or more of specialized experience that was equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience may have been obtained in the private or public (local, county, state, Federal) sectors and is typically gained in the same field as the position being filled or another very closely related field.
In order to qualify for this position, applicants must show evidence in their resumes of possession of at least one year of the following specialized experience:
Experience planning, organizing, evaluating, and directing the work activities of self and others involved with programs to improve the nutrition of vulnerable populations; and
Experience providing advice and training to others on the current principles, practices, and procedures of nutrition and public health; and
Experience participating in the management and implementation of a nutrition or emergency food program.
Failure to provide evidence of this specialized experience in your resume will result in an ineligible rating.
Note: There is no education substitution for this grade level.

Overseas travel will be required to underdeveloped areas. Some physical hardship may be encountered, such as poor road conditions, unstable political settings, climate extremes, exposure to diseases prevalent in unhealthy environments, and significantly different cultural environments.

This is a Schedule B Direct-Hire Authority position in the excepted service.
